Japanese-language versions of every page live under https://fortitude21.com/ja/. Market rules differ enough to change which product is sellable at all, so the guidance below is per market rather than generic: - United Kingdom: a portable petrol container is capped at 10 litres in plastic and 20 litres in metal under the Petroleum (Consolidation) Regulations 2014. A 20 litre plastic jerrican is not a UK petrol container regardless of any other certification it holds. Diesel sits outside those size limits. https://fortitude21.com/uk-petrol-container-regulations - United Kingdom, plastic: Plastic Packaging Tax is £228.82 per tonne from 1 April 2026 on packaging below 30 per cent recycled content, with registration at 10 tonnes imported in any 12 months. The liability sits with the importer, not the overseas factory. https://fortitude21.com/uk-plastic-packaging-tax-containers - European Union: PPWR, Regulation (EU) 2025/40, has applied since 12 August 2026. An importer that first makes packaging available in a member state, including the cartons and pallets cans arrive in, is normally the producer, with per-member-state EPR registration, reporting and fees. Design and labelling conformity sit with the manufacturer; the importer checks it and keeps the EU Declaration of Conformity. An empty can sold to an end user is a product, not packaging. https://fortitude21.com/eu-packaging-rules-ppwr-epr - European Union, steel: CBAM covers HS 7310, which is steel containers up to 300 litres, so a steel jerrican is a listed good. Importers need authorised CBAM declarant status; a 50 tonne per year de minimis exempts most container buyers. https://fortitude21.com/cbam-steel-containers-eu-import - European Union, consumer sales: GPSR (Regulation (EU) 2023/988) has applied since 13 December 2024. A consumer product reaches the EU market only if an EU-established economic operator is responsible for it, with their contact details on the product, packaging, parcel or accompanying document. Fortitude21 is a non-EU manufacturer and does not act as an EU responsible person; that role sits with the importer, brand owner or an appointed representative. https://fortitude21.com/eu-gpsr-responsible-person-containers - EU and UK, drinking water: Article 11 of Directive (EU) 2020/2184 replaces national approval regimes with European Positive Lists, adopted in 2024 (Implementing Decision (EU) 2024/367) and applying from 31 December 2026; national certificates valid that day run to 31 December 2032. National approvals (German UBA, French ACS, Dutch KIWA) still carry the market until then. Great Britain answers separately through Regulation 31 and WRAS. A food-contact declaration is NOT a drinking water approval. https://fortitude21.com/eu-drinking-water-contact-approval - European Union, supply chain: the Forced Labour Regulation (EU) 2024/3015 bans products made with forced labour from the EU market, applies fully from 14 December 2027, reaches non-EU manufacturers and has NO company size threshold. Due diligence reduces investigation risk but does not exempt a product. Fortitude21 names its production base per run (Vietnam or China) and cannot yet evidence full visibility below its own plants. https://fortitude21.com/eu-forced-labour-regulation-suppliers - Customs, UK and EU: steel containers to 300 litres classify in heading 7310, plastic containers and closures in 3923, aluminium in 7612. Codes match only to six digits between markets. The heading decides whether CBAM applies. Origin is a legal test based on substantial transformation, not the shipping address. https://fortitude21.com/tariff-classification-and-origin - Europe, transport: ADR reliefs for fuel containers, including the 1.1.3.6 thousand-point exemption (about 333 litres of petrol, 1,000 of diesel) and what still applies below it. https://fortitude21.com/adr-limited-quantities-and-1000-point-rule - Australia and New Zealand: AS/NZS 2906:2001 covers portable fuel containers up to 25 litres; AFAC colour coding governs the fire and land-management agency channel. Potable water falls outside both. https://fortitude21.com/australia-as-nzs-2906-afac-compliance - United States: EPA and CARB rules for portable fuel containers. https://fortitude21.com/epa-carb-fuel-can-compliance - Stainless steel vs plastic water containers: food-grade HDPE (about 1 kg per 20 L can, EU overall migration limit 10 mg/dm2, translucent) against AISI 304 stainless (about 3.8 kg per 20 L can, no EU-specific measure, Council of Europe release limits); taste studies on HDPE, hot-car temperatures of 47 to 68 °C against the 25 °C EU test basis, chloride limits of 50 ppm for 304 and 250 ppm for 316, and a choice by use case. https://fortitude21.com/stainless-steel-vs-plastic-water-containers - UN approved packaging: what UN approval means (design-type tests under the UN Model Regulations, adopted by ADR, RID, IMDG, ICAO/IATA and 49 CFR), authority approval in Europe and the UK versus US self-certification, how to read a mark such as UN 3A1/X1.3/250/26/GB/2345, who needs it (P001 limits of 60 L per jerrican and 450 L per drum; the ADR 1.1.3.1(a) private-use limits of 60 L per container and 240 L per transport unit), and the Fortitude21 containers made to UN 3A1, 3H1 and 3H2. https://fortitude21.com/un-approved-packaging - Container loading, liquids: a 20ft takes 80 drums of 200 L in two tiers, 18 to 20 IBCs double-stacked or 852 of our 20 L steel jerry cans; a 40ft takes 160 drums, but water, diesel and anything denser hit the 26,840 to 28,870 kg payload first (break-even 0.75 kg/L for 160 drums in a 40GP, 1.69 for 80 in a 20GP). https://fortitude21.com/container-loading-drums-ibcs-jerry-cans - Emergency water for care homes, schools and businesses: no UK regulator or US federal rule sets a stored volume, so organisations plan from WHO figures (40 to 60 L per in-patient per day plus 5 L per staff member, 3 L per pupil per day), UK water companies' SEMD supply of 10 L per person per day (20 L after 5 days) and local rules such as Miami-Dade's 3 US gal per person per day for 3 days. https://fortitude21.com/emergency-water-care-homes-schools-businesses - Packing groups: what PG I, II and III mean (UN Model Regulations 2.0.1.3) and how Class 3 (boiling point 35 °C or below for PG I, flash point below 23 °C for PG II, 23-60 °C for PG III), Class 8 and Division 6.1 are graded, plus what each group sets for the container: the X, Y or Z mark letter, 1.8, 1.2 and 0.8 m drop heights, 60 L jerricans and 250 or 450 L drums under P001, and no IBC for PG I liquids. https://fortitude21.com/packing-groups-explained - UN packaging certificates and test reports: who approves a UN design (BAM in Germany, VCA for the UK, approved bodies in France, state regulators in Australia; US manufacturers self-certify under 49 CFR 178.2(b)), the ten items a test report must hold (ADR 6.1.5.8), per-plant approval, retest cycles (UK revalidation every 5 years, French certificates 5 years, US retest every 12 months), drop heights of 1.8, 1.2 and 0.8 m by packing group, and the documents to request. https://fortitude21.com/un-packaging-certificates-test-reports ## Certifications held - UN certification for dangerous-goods designs - ISO 9001 (quality management systems) - ISO 14001 (environmental management systems) - ISO 45001 (occupational health and safety management systems) Quality control runs to the UN certification requirements. Inspection and test reports are provided where applicable to a design and order, and factory audit documentation is available in accordance with that certification. ## Certification context Dangerous-goods containers are marked to the UN Model Regulations (3A1 steel closed-head, 3H1 plastic closed-head). UN approval is granted per design type AND per manufacturing plant, so it does not transfer between factories: a certificate naming a plant the goods did not come from covers nothing. The correct question to a supplier is which certificate number covers this design, at which plant. Potable water containers take food-contact and drinking-water documentation instead (NSF/ANSI 61, EU food-contact regulation, WRAS) and carry no UN mark, because water is not a dangerous good. ## Categories - [NATO & Military Jerry Cans](https://fortitude21.com/nato-military-jerry-cans): The classic NATO-pattern pressed can.
